For example, designs must meet the market expectations of functionality, and manufacturing must preserve this functionality regardless of how nicely the product might otherwise be made. Consequently, preceding decisions cannot be violated by lower level and down stream activity. The precedence of decisions contains the sense of overall objectives. There is an authority in the high level view that cannot be violated by local decisions. Hence, there is a (classic) tension between authority exercised locally (subsidiarity) and authority contained in the high level view.

Once the requirements of the process are understood by definition of the data flow and control flow dependencies, the next step is to design the process by partitioning it to various parts of an organization and assigning resources to the functions. Activation and termination conditions must be agreed to and ownership (commitments) established. ) The process is then implemented and execution can begin. Thus, both process control and on-going process improvement can be achieved provided the organization structures are in place to support process-based product realization.
